From what I've read, it is going to be a 220 metre test track for Coventry Very Light Rail (CVLR).

I don't doubt it, but what could they be testing? Surely it's not new technology and it's all been tested elsewhere, and even up and running?

From the excellent Coventry Smorgasbord FB page - Mark Woolley, an engineer and machine tool maker, pictured with a tramcar in his garden at 132 Foleshill Road. His machine shop at the rear of his house was badly damaged in one of the air raids on Coventry. Unable to obtain materials to fix it, he took delivery of one of the city's disused tramcars that was destined for the scrap-heap and converted it into a replacement workshop so he could continue making essential tools for the engineering industry. _ December 1941.
